Elaine M. Raubach

September 21, 1948 — February 3, 2022

Elaine M. Raubach, of Columbia, Maryland, passed away on Thursday, February 3rd, 2022 at the age of 73 after courageously battling cancer. Elaine was born on September 21st1948, in Baltimore MD to the late W. Elmer and Merilyn E. Raubach. She is survived by her sister, Gayle A. and her husband Reymer; nieces & nephews, Elizabeth (Paul), William (Amy), Stephen (Eileen), Michael (Jocelyn); great nieces Keira & Violet, and great nephews Clark & Quinton. She was a brilliant, compassionate woman who began her Federal career in 1973 with the Social Security Administration. Soon thereafter, Elaine began working with the Medicare program. She remained with Medicare, when the Health Care Financing Administration was formed in 1977, and eventually served as director of the Budget & Analysis Group of the Centers for Medicare and Medicaid Services until her retirement in 2003. She graduated from Rutgers University, received her Master of Arts Degree from the University of Virginia, and an Executive Master of Business Administration from Loyola College. While Elaine served her country for 30 years, her true passion was in her family. A dedicated daughter, sister, and aunt; Elaine was loved by all. Elaine was an integral member for her close family. Holidays always involved a trip to her house for one of her amazing family meals. She loved going on family vacations around the world. Elaine was fortunate enough to get one final trip with her family to the Outer Banks of North Carolina this past October. She was always ready to make sure that her family was having a good time no matter where they were or what was going on. To say that she was close to her sister would be an understatement. Over the years they became best friends and wouldn’t go more than a day without at least talking on the phone, if not seeing each other in person. She was an incredibly present Aunt, as she attended every event within the Family’s lives, and never went more than a few weeks without seeing them. Elaine was a warm hearted soul who loved animals, especially dogs and birds. Beyond her love for cooking she also enjoyed going to see live theater with friends in New York and watching movies with her family. Visitation will be held at the family-owned MacNabb Funeral Home, P.A. 301 Frederick Road (beltway exit 13) on Thursday from 2-4 and 6-8 PM, with Funeral Service on Friday February 11th at 10 AM. Interment Loudon Park Cemetery.
